Synology package download question

Synology package download question
I have a Synology DS218+ that has an Intel processor. The latest version of MinimServer that the Synology installs through the Package Center is 2.1.2-2102. I am using the starter version. The interface webpage says I am on 2.1.2, update 218.

I now am getting a notice on the interface webpage telling me that I should upgrade to 2.2. I can’t do this through the Package Center directly, so I have been trying to download 2.2 to my Windows machine or my iPad for a manual install.

I can get the “accept terms” popup to show after I click on the download link and can click on the download link. Then, on both the Windows PC and the iPad, the popup disappears and I expected downloads to start. Unfortunately, nothing downloads to either device.

Do these downloads go somewhere other than the usual download directory, is the link to the Synology Intel file actually broken, or am I missing something about how the Synology manual installation process works? Thanks for any information that you can provide.

Of course, the minute after I posted this, the download link worked and I was able to install the update.
