The problem is caused by Windows having an incorrect file association for the .jar file extension. All programs written in Java (not just MinimServer) would be affected by this issue.

The simplest solution is to download and run the jarfix program. You can download it from this page. After you have downloaded the file, double-click on it to run it. You only need to do this once.

After you have done this, double-clicking on the MinimServer desktop launch icon should run MinimServer. To confirm that MinimServer is running, look for a small minim icon (musical note) in the taskbar notification area at the lower right corner of your screen. This icon might appear in the overflow area for additional icons.
